Smart bro user here.

Smart Communications is a wholly owned mobile phone and Internet service subsidiary of the Philippine Long Distance Telephone Company (PLDT).

diba sir meaning ng subsidiary is partner..parang ibig sabihin ay partner lang sila ng pldt? correct me if i'm wrong ha...

so i tried calling pldt 171, di daw apektado mga pldt subscribers, although di ako sure kung updated ba yung taong naka-usap ko about the issue, ni-redirect kasi ako sa technical.

NTC junks proposed cap on Internet downloads

MANILA, Philippines—The National Telecommunications Commission (NTC) has scrapped a proposal to allow local telecommunications companies to limit the Internet usage of their subscribers, following stiff opposition from the public.

A day after a well-attended public hearing at the NTC headquarters in Quezon City, the regulator announced that it would now focus on ensuring the improvement of services delivered to Internet users.

The cap on the amount of data that users can download, the NTC said, would only hamper the industry’s growth.

“We are happy to announce that the provision on broadband Internet data caps has been deleted from our draft circular,” NTC Deputy Commissioner Jaime Fortes said. He was speaking to participants of the Communications Convergence Forum between the Philippines and South Korea held in Makati on Wednesday.

“We’ve removed this provision to make the discussion on the issue more lively. The provision was counterproductive to increasing Internet usage in the country,” he said.

The public consultation on Tuesday was held to hear comments from users regarding a draft circular published by the NTC. The draft rules seek to improve the quality of Internet services in the country.

However, a provision that would have allowed phone companies to limit the amount of data that users can download every day caused a stir among users.

The provision was added to the draft rules on the request of telecom firms, the NTC said. This was meant to curb the abuse of broadband networks from “bandwidth hogs,” but consumer group Txtpower said the provision would only allow companies to “cheat and abuse” its users.

NTC Public Information Office emailed me a copy of the revised draft of the Memorandum Order this afternoon and I uploaded it at http://www.scribd.com/doc/46730460/Draft-MO-Minimum-Speed-of-Broadband-Connections .

I say, not yet. Ang MO ay draft pa lamang o work in progress.
