Another lawmaker has filed a bill in Congress that penalizes any acts of sexual exploitation of persons through the use of computers and the Internet.
A staff of Representative Isidro Ungab of the third District of Davao City confirmed that the lawmaker has filed House Bill No. 3249, which specifies fines of not less than P500,000 up to P1,000,000 or not less than two years but not more than five years’ imprisonment against persons found violating this proposed measure.
The bill, dubbed Anti-Cyber-Trafficking Act of 2007, aims to complement the existing law on Anti-Trafficking in Persons Act of 2003, which the lawmaker noted only covers domestic and international human trafficking.
The bill noted that “persons performing sexual acts in front of computers, video cameras or digital cameras are not aware that they are trapped into cyber trafficking and their human rights are violate.�
“While there are positive effects of computer technology, there are also negative effects, which include cyber-trafficking,� Ungab said, adding that there are more operations of so-called cybersex dens in the country.
