Not true. Kung naka-depende ka sa allocated IP sayo as a form of security, then there is something fundamentally wrong. But I get your thought process. Siguro iniisip mo na kung targeted ka specifically at kung nagbabago ang IP mo from time to time, makapagtatago ka. But you can never hide from web nasties (ie, javascripts) at iba pang attackers (bot o hindi).
When it comes sa prosecution, it does not make any difference at all. Your ISP can simply correlate an IP involved in an attack sa owner nito at that time.
In my opinion, static assignment should be done only on servers and printers. Assigning IP statically is simply not scalable. In short, use DHCP.
